For all Volkswagen models (2000-2004), check the N25 A/C clutch coil after a routine pressure diagnosis. The fan control module may be sending a brief voltage signal to the clutch and shutting it off because of an open or high resistance in the coil circuit. Ideal coil resistance is between 3.5 and 4.5 ohms. A high or low reading when checked at the fan module should then be double checked at the coil.
